Desvió Gobierno de Q. Roo más de 300 millones de pesos destinados a la promoción turística

CANCÚN, MX.- En el 2010 y 2011, tras el incremento del 2 por ciento, al 3 por ciento en el Impuesto al Hospedaje (IAH), la recaudación por este concepto aumentó en casi 300 millones de pesos, , sin embargo, el Gobierno del estado, en lugar de destinarlo a la promoción turística, se quedó con los recursos, sin que exista forma de comprobar cómo los utilizó; en contrapartida, recortó el dinero entregado a los Fideicomisos de Promoción Turística del estado.

En el 2009, el Congreso de Quintana Roo, aprobó la propuesta del entonces gobernador, Félix González Canto, de incrementar la tasa del Impuesto al Hospedaje de 2 por ciento, a 3 por ciento. Dicho gravamen es pagado por los hoteles,  y está etiquetado para ser destinado en 80 por ciento a los fideicomisos de promoción turística del estado; el otro 20 por ciento, se debe invertir en infraestructura turística municipal, vía gobierno del estado.

Sin embargo, en el 2010, por cierto, año electoral, en el que se renovaron Gobernador, presidentes municipales y diputados locales; el gobierno de Quintana Roo, se quedó con prácticamente la totalidad del dinero generado por el uno por ciento de recaudación por el IAH. Es decir, mientras en el 2009, el gobierno del estado recibió sólo 24 millones 730 mil pesos por el Impuesto al Hospedaje, en el 2010, se quedó con 187 millones 469 mil pesos.

Además, mientras el gobierno quintanarroense reclama a las autoridades federales la disminución de recursos para el turismo; en casa, hace lo mismo, y en el 2010, no sólo se guardó una gran tajada de dinero, sino que disminuyó la partida para los fideicomisos de promoción turística, al bajar su presupuesto de 277 millones 610 pesos, en  2009; a 257 millones 657 mil pesos en 2010.  A pesar de que se recaudaron más recursos para promoción turística, el Gobierno de Quintana Roo no se los entregó a los fideicomisos, y decidió utilizarlos en “algo más”, que no queda claro qué es.

En el 2011, ha sucedido lo mismo, el gobierno de Quintana Roo sigue castigando a los fideicomisos de promoción turística, y ha dejado de suministrarle los recursos que le corresponden. Hasta julio de este año, se habían recaudado 451 millones 310 pesos por concepto de Impuesto al Hospedaje, de los cuales, ha entregado 276 millones 197 mil pesos a los cinco fideicomisos, y se ha quedado con 175 millones 113 mil pesos.

En los documentos obtenidos por NoticaribeNews a través de la Unidad de Transparencia, se señala que el dinero con el que se ha quedado el gobierno del estado, se aplicó al sector turístico, pero ello está muy lejos de ser cierto; ya que la inversión pública destinada al sector turístico ha sido prácticamente inexistente: en el 2009, a este rubro únicamente se destinaron un millón 498 mil pesos, y en el 2010, la suma apenas aumentó a 6 millones 400 mil pesos. Cabe aclarar que estos recursos son exclusivamente los aportados por el gobierno de Quintana Roo, pues existen otras inversiones hechas con capital proporcionado por la Secretaría de Turismo federal, en su totalidad, o en aportación compartida; pero en el documento entregado a este medio de comunicación no se precisan los montos de las aportaciones federales y las estatales.

Por otra parte, tampoco fue la Secretaría de Turismo la beneficiaria de los recursos con los que se quedó el gobierno de Quintana Roo, ya que en el 2009, tuvo un presupuesto de 72 millones 752 mil pesos; en 2010, pasó a 73 millones 621 mil pesos; y en 2011, se le asignaron 75 millones 782 mil pesos; es decir, entre cada año, el aumento ha sido apenas superior a un millón de pesos.

Con estos datos, sólo resta una pregunta: cómo ejerció el gobierno de Félix González Canto 187 millones 469 mil pesos, si no los destinó al turismo; y el actual gobernador, Roberto Borge, en qué ha gastado 175 millones 113 mil pesos por concepto de Impuesto al Hospedaje.

Evidentemente se trata de un desvío de recursos, y además de una doble moral, pues mientras ambos políticos han criticado los recortes al sector turismo, éstos hicieron lo propio con los recursos que los hoteleros han entregado a la hacienda pública, y que en teoría, se debieron destinar a la promoción. The government   of Q. Roo has diverted more than 300 thousand  pesos that were designated for the promotion of tourism.

CANCUN, MX. In 2010 and 2011, after an increase from 2 percent to 3 percent in the  lodging  tax (IAH), funds raised by this change have increased almost 300 million pesos between 2010 and  2011, however, the Government of the State, instead of pouring the increase into the promotion of tourism, kept the funds without any way to check  on how  they were being used, while on the other hand the funds destined for the budgets of the State Tourism Promotion agency were cut.

 In 2009, the Congress of Quintana Roo, approved a proposal by then Governor Félix González Canto to increase the tax rate on lodgings from 2 percent to 3 percent. This levy is paid by the hotels and 80 percent of the tax is supposed to be designated 80 to the budget of the  State Tourism  promotion agency while the other 20 percent is to be invested in municipal tourist infrastructure via the State Government.

However, in 2010 an election year in which the Governor, mayors and local deputies were elected; the Government of Quintana Roo was left with practically all of the funds generated by the one per cent increase in revenue from the IAH. In other words, while in 2009, the Government of the State received only 24 million730 pesos from taxes on lodging, in 2010 the state was left with 187 million 469 thousand pesos.

In addition, while the quintanarroense Governor claims to federal authorities and at home that there is decrease in resources for tourism in 2010 not only was a great slice of the money saved, but the amount budgeted to promote tourism was decreased from 277 million 610 pesos in 2009 to 257 million 657 thousand pesos in 2010. While it raised more resources for the promotion of tourism, the Government of Quintana Roo did not surrendered the funds to the tourism agencies and decided to use them for "something else", but it is not clear what that is.

In 2011, the same thing has happened; the Government of Quintana Roo is continuing to punish the tourist agencies, and has failed to release the corresponding resources. Up to July of this year  451 million310 pesos have been raised by the lodging tax, of which over 276 million 197 pesos  have  been handed over to five agencies in the State,  and the state has kept 175 million 113 thousand pesos.

In documents obtained by NoticaribeNews through the Unidad de Transparencia, it is noted that the money that has been kept by the Government of the State has been applied to the tourism sector, but this is far from true; public investment in the tourism sector has been virtually non-existent, in 2009 this sector was only allocated one million 498 pesos, and in 2010, the sum was only increased to 6 million 400 thousand pesos. It should be noted that these funds were exclusively provided by the Government of Quintana Roo, there are other contributions that were made with capital provided by the federal Ministry of tourism totally or in part but the document obtained by NoticaribeNews  does not show the precise amount of the contributions apportioned by state or federal governments.

On the other hand, neither did the Secretariat of tourism benefit from the funds that were retained by the Government of Quintana Roo, in 2009 it had a budget of 72 million 752 thousand pesos; in 2010 it went to 73 million 621 pesos; and in 2011 75 million782 pesos were allocated; i.e. each year the increase has been barely more than a million pesos.

With this data, only one question remains, how has the government of Félix González Canto spent the187 million 469 thousand pesos, if not allocated to tourism; and how has the current Governor, Roberto Borge spent 175 million 113 thousand pesos of the lodging tax.

Evidently there is a diversion of resources, as well as a double standard, because while both politicians have been critical of cuts in the tourism sector, they both did the same thing with funds that hoteliers have provided to the Treasury that in theory had been destined for  the promotion of tourism.
